Proposal, by basketball coach John Tsoumpris, to change the regulation to “smart” or “useful” foul that frustrate the offensive transition.
In basketball games, we observe a player while
loses the possession from an opposite steal, to “use” his own personal foul (when the hole team has below 4 fouls) to stop the beginning of the offensive transition. With this action, perhaps saves a sure scoring and forcing their
opponents to inbound the
ball, five defensive players against four offensive.

My proposal to FIBA, is to “borrow” arbitration rule from the water polo. When a player makes the foul, his team will defend from the base line and in addition for the next 14 seconds of the attack,
the defender made the “smart” or “useful” foul,
will wait on the corner of the base line, until the change of the possession or an offensive rebound.
